I think in one of the Dying Earth books, some magician explains that the words and motions of a spell are not actually necessary, but a sort of aide memoire - but I can't recall exactly where, it may have been another book! And, if a caster really wants to cast all spells hands free? Quest For It! ...

Yes, one hand. Because Wizards and elfs can, at higher levels, cast a spell with one action and use a weapon with another action, I've always figured that meant they could cast with a weapon in one hand.
