I let Halflings burn Luck at a 1-point-for-2 ratio, and the Lucky Halfling can do this for anyone. It is a little known fact that Tolkien planned to run another campaign after LotR, once the main PCs retired. He ran a funnel called The Scouring of the Shire (all halflings). 19 halflings died in the funnel, which is about right for 6-7 players.
