You are proposing replacing the luck modifier with what most RPGs call action points. I think that idea floated around before.

The modules I'm writing now is a series very much a series of modules that can be enjoyed standalone or as a longer campaign arc (similar to Giants/Drow series) I suppose the bad part is due to my Real Job I'm writing them about 1 per year, but I'm hoping to increase my productivity to about 1 ever...

That would be amusing. 3E's xp chart (where you have 13.33 encounters per level) would be something like:

1 0
2 13
3 26
4 40
5 53
6 66
7 80
etc

Don't even call them XP at that point. Just call it meaningful encounters per level. Then you have to argue with the player counting encounters of course.

Actually, ERB's Pellucidar series (starting with At The Earth's Core) I find more interesting than Mars. The "time is relative" conceit makes it interesting. But Mars and Venus are certainly fun stories and ERB was a master at creating interesting new worlds.

I absolutely believe that, all other things being equal, some skill-sets are harder than others. Now explain how killing an orc is a measurably greater improvement to the skill set of thief than it is to the skill set of a fighter (assuming AD&D style xp charts 15/1250 is greater than 15/2000)....

But in doing so, you break the balance between classes. Magic-users have to gain more XP due to the power they wield, thieves level faster than other classes. Can you show me a quote from Gygax saying that the xp tables in AD&D were anything but pulled from some unnamed nether region? Balance? ...

I guess I've just always been turned off by the idea that the story was what the players were playing through, as opposed to being the outcome of what the players do. Advancing at DM whim just feels too similar to that mindset. Story is a loaded word in these kinds of discussion. Don't think of it ...
