Feats versus Class/Racial Abilities

I'm pretty sure this has been brought up before, but what -- exactly -- are the differences between the two? Examples would great.

Lots of feats are open to anybody that wants to take them (some have prerequisites that not every character is going to qualify for).

Race and Class Abilities are, um, based on your choice of Race and Class...

Am I missing something about the question?
