private messages hanging in outbox

Hi everyone,
I wasn't sure where to post this query.
I am a new user and I recently tried to send a private message to a forum member. The message seems to be hanging under the Outbox folder.
In the FAQ it says to contact an administrator. So, I again tried to send a private message to an admin. It is hanging as well. (well duh)... lol
How can I have my permissions changed to send private messages?
