Yes, one hand.
Because Wizards and elfs can, at higher levels, cast a spell with one action and use a weapon with another action, I've always figured that meant they could cast with a weapon in one hand. And a lot of the DCC art shows wizards with a weapon in one hand displaying magical effect with the other.

However, if a wizard PC had both hands full, and wanted to cast a spell, I'd consider it but with a spell check modifier of one dice down.

Also something to consider is there are some appendix N source materials in which the spellcaster appears to not use their hands. I think in one of the Dying Earth books, some magician explains that the words and motions of a spell are not actually necessary, but a sort of aide memoire - but I can't recall exactly where, it may have been another book!

Mercurial Magic does allow some casters to modify how specific spells are cast.
